講座後感想

今天完成了五月份陸續開始的三場求職就業系列免費中文講座，很開心的是每一場都有二十個以上的參與者，其中還有好幾個是三場連續參加的客戶。講完之後當然三份講義同時都厚厚紮實的ready在那裡，等待著下次機會分享給更多有緣的朋友。說真的，這三個講座算是我來溫哥華五年來工作和輔導客戶累積的心得，其中當然包含求職顧問和訓練執照的知識累積。三場講座各別用兩個小時完成分享，坦白說時間太短，要合理的速度仔細講解和說明可能每一個講座都可以講上一到兩天。所以，如果要問我真心的感覺，我的確覺得有點意猶未盡。
但以工作上settlement worker的要求，我們的確只能做這些精簡的介紹。更深入更專業的就業輔導就得留給今年四月剛上路的就業輔導中心workbc centres，只是小小的遺憾是這些新的就業中心僅有能力幫助英文好的客戶。。。。。。到現在還沒有人可以明確告知英文能力普普的新移民該如何接受就業輔導。。。不過也許這也是我可以著力的地方。。。繼續加油囉！！

BC省工作機會2,259,382,
其中公家機關工作占19%有429,282,
自僱:439,223,
小型企業<50人: 603,933,
大型私人企業: 786,943就業機會....
所以.....本人結論是: 本地人本來就已經很難找工作了, 哪會喜歡移民來跟他們搶啊!!
我必須說: 政府移民局官員和企業老闆和老百姓想的當然不一樣....

最近在寫的HRM報告中, 想要探討加拿大移民就業市場的現況, 包含移民的教育水準, 就業率和失業率以及所得水準, 另外就是有哪些企業已經有一些良好的招募和任用移民的機制, 再接下就是探討究竟企業主所猶豫不任用新移民的原因有哪些....因為這是一個分組作業, 其實我僅負責第一部分, 但是在蒐集資料的過程中, 看到一份已經寫得很完整的"移民求職障礙"各種原因, 先貼出來跟大家分享一下.

Accreditation of Skills: 國外教育學位和訓練證照的認可
It is difficult and expensive for clients with professional backgrounds to have their education and experience evaluated and recognized. Majority of the program’s skilled trade workers and professionals face special challenges in their search for meaningful employment in their former field. For example, many of them encounter the dilemma of requiring licensing before being considered for employment in their profession, but they are unable to apply for any form of license until they obtain experience within Canada. It is especially true for refugees who were forced to leave their homelands without documentation, and therefore their educational accomplishments are not verifiable.

我想從溫哥華人力資源從業人員的角度來寫這個題目, 而不光光只是從找工作的技術移民角度來看這件事情. 其實新移民舉家搬遷來到溫哥華/加拿大, 需要含辛茹苦忍辱負重才能找得到一份工作, 甚至得彎下腰低下頭才能"保住"一份工作. 這些有工作的移民, 在大家的眼光裡是幸運的是特別的, 因為還有更多的人汲汲營營仍然很難找到一份餬口的工作....所以, 我就想試一試寫這個題目.

在加拿大, 很多職業得重新取得本地證照才能再工作. 我覺得其中門檻最高最難的就是醫生, 律師, 護士與教師. 大衛先生的專業工程師, 雖然得要有一年本地工程師經驗, 才能申請拿到工程師證照; 但是, 只要景氣好, 市場有需求, 照樣能找到工作, 差別就只是能不能在文件上簽字. 但是, 醫師, 律師, 護士和教師, 有沒有證照就影響著能不能在該專業領域工作. 坦白說, 醫師律師護士這幾個行業, 還沒有太多研究, 不能亂說. 但是, 教師這一行倒是可以嘗試來說一下.
基本上, 想在溫哥華從事教職的人, 一定得認識BCCT (BC College of Teachers). 因為在卑詩省, 從幼稚園到十二年級的教師, 都得是由他們核發教師資格證書. 有興趣的人可以仔細瀏覽他們的網站. http://www.bcct.ca/Teacher/InternationalGraduates.aspx
簡單說, 若是已經有在國外教師的資格和經驗, 就可以向BCCT提出申請, 申請的文件要求滿多的, 但是, 一但齊備提出申請後, 他們會在幾週後回覆是否具備取得本地教師的資格.

有的可能需要再補休幾堂課, 然後加上得要報名參加SFU大學為期一年, 專為移民教師而開的證照課程 Professional Qualification Program (PQP) A Certification Program for Immigrant Teachers http://www.educ.sfu.ca/pdp/pqp/
PQP課程申請文件包括:
1. BCCT Evaluation letter
2. An introductory Letter and Resume

上一堂Labour Market Information 勞動市場資訊的課程裡, 見識到一大堆幾天幾夜看都看不完的網站和訊息. 加上各個網站隨時不斷的更新資料, 整個腦袋就只有一個"亂"字可以形容.
不過, 如果平心靜氣的稍微順一下, 我發現以下幾個網站就提供著比較基本核心的資訊. 關於各種職業方向的說明, 各式技能訓練要求, 職業工作說明書與資格要求, 然後連到就業資訊. 又或是大體分為Career Planning, Learning and Employment. 有興趣的人不妨按圖索驥一番.
